The Union Public Service Commission (UPSC) has released a notification introducing new rules for the Civil Services Examination (CSE) 2025. Reduction in Vacancies during Changes in UPSC CSE 2025 Rules
There are 979 openings for the Civil Services Examination 2025, according to UPSC. There are significantly fewer openings than in 2024 (more than 1,000) and 2023 (more than 1,100).
Changes in Educational Qualification for Final Year Students

In the past, applicants may take the Prelims exam if they were in their last year of graduation. However, in order to take the Mains exam, individuals had to show proof of graduation only after passing the preliminary exam. | Now, Final-year students are no longer required to provide proof of graduation in order to take the Prelims and Mains exams. Service and Cadre Preferences Changes

In Past, Candidates could fill in their service and cadre preferences only after clearing the Mains exam. | Prior to the preliminary exam, the Service Preference form needs to be completed. Cadre Preference will still be completed following the results of the preliminary exams, but it must be completed within a brief period of time after the clearing of the preliminary exams. Candidates will have 15 days to modify their preferences after passing the Mains exam. |

According to the Notification the commission would give cadre preference a window of ten days after the release of preliminary exam results. The Commission will provide a window of 15 days from the date of declaration of results of written part of civil services Mains Examination to the candidates qualified for personality Test/ interview.
