PM Surya Ghar Yojana is a government initiative in India aimed at promoting the use of solar energy by providing financial support to households for installing rooftop solar panels. The scheme aligns with India’s goals of sustainable energy and reducing dependency on non-renewable energy sources. Key Features of PM Surya Ghar Yojana:

  • Objective:
    • To encourage the adoption of solar energy for residential use.
    • Reduce carbon emissions and electricity costs for households.
  • Subsidy Provision:
    • The government provides subsidies on the installation of rooftop solar panels.
    • Up to 40% subsidy is offered for the first 3 kW of capacity.
    • For solar systems of more than 3 kW, the subsidy is 20% for capacities up to 10 kW.
  • Eligibility:
    • Any residential household, including individual homeowners and housing societies, is eligible.
    • The building should have sufficient rooftop space and be connected to the electricity grid.
  • Capacity:
    • The scheme supports solar systems ranging from 1 kW to 10 kW.
    • It is suitable for residential households with varying electricity consumption levels.
  • Implementation:
    • The scheme is implemented through state nodal agencies (SNAs), Discoms, and other authorized bodies.
    • Users can apply through the government portal or authorized service providers.
    • Discoms will play a major role in verifying installations and ensuring grid connectivity.
  • Financial Benefits:
    • Reduction in electricity bills due to lower dependency on grid power.
    • Net metering system: excess energy generated by the solar panels can be sold back to the grid, providing additional income.

  • How to Apply:
    • Visit the official National Portal for Rooftop Solar.
    • Select your state and Electricity Distribution company
    • Enter your electricity consumer number,mobile number and email
    • Login with your Consumer Number
    • Apply for the rooftop as per the forms
    • Once you get the feasibility approval,get the plant installed by any of the registered vendors in your Discom
    • Once Installation is completed submit the plant details and apply for net meter
    • Commissioning certificate will be generated from the portal,after installation of net meter and inspection by Discom
    • Once you get the commissioning report. Submit the bank account details and a cancelled cheque. You will receive your subsidy in your bank account within 30 days

There are two ways to avail this facility first one –

Under the PM Surya Ghar Yojana, the Utility may aggregate demands from interested consumers of eligible categories and implement the installation of the solar system on behalf of individual residential households as an EPC entity. The utility, under the PM Surya Ghar Yojana, may either get these installations done under an EPC mode (Engineering, Procurement, and Construction). These EPC vendors shall be selected/empaneled through an open, competitive, and transparent bidding process or by matching feed-in tariffs established by the respective Electricity Regulatory Commission, depending on the model being implemented by the Utility under the PM Surya Ghar Yojana.

Other mode

RESCO Mode:

The RESCO Mode is considered to be one wherein the consumer herself does not fund the initial investment into the rooftop solar system and is not the owner of the asset for at least 5 years of operations. Instead, the system is procured, installed and maintained for a period not less than 5 years (project period) by a Renewable Energy Service Company (RESCO). The consumer only pays for the electricity generated on a tariff basis to the RESCO operator and/or may be compensated by the RESCO operator for roof utilization rights.

The plant ownership may be transferred to the consumer after the project period as per the terms and conditions agreed to between the consumer and the RESCO entity. Alternatively, the RESCO may enter into an arrangement with the DISCOM for sale of generated power to the grid under a power purchase agreement.

Penalties: 

The Implementing agency (State DISCOM or agency) or MNRE officials or any other designated agency may inspect the ongoing installation or installed plants. In case the systems are not as per standards, nonfunctional on account of poor quality of installation, or in noncompliance of scheme guidelines, the respective registering authority will reserve the right to de-register the vendor and/or levy such penalties as may be prescribed, after giving due notice to the vendor.

Subsidy

Subsidy for residential households under the PM Surya Ghar Yojana: Rs. 30,000/- per kW up to 2 kW, Rs. 18,000/- per kW for additional capacity up to 3 kW. Total subsidy for systems larger than 3 kW capped at Rs. 78,000.

Subsidy for Group Housing Society/ Resident Welfare Association (GHS/RWA) Rs. 18,000 per kW for common facilities, including EV charging, up to 500 kW capacity (@3 kW per house) with the upper limit being inclusive of individual rooftop plants installed by individual residents in the GHS/RWA Online
