Andhra Pradesh high court’s recent decision dismissed the 982 multi purpose health assistant from their jobs citing the qualification issue. It was a decade long battle fought here.

The recruitment process for these candidates started in the year in 2002 for recruitment of 2324 multipurpose health assistant during combined state of Andhra Pradesh. These candidates faced prolonged litigation over qualifying criteria
The official notification mentioned SSC with one year MPHA (M) training as qualification. But interim court order only allowed recruitment on the basis of 10+2 qualification that let to consistencies and legal challenges.

The case also went to Supreme Court, in 2011. Supreme court upheld SSC as the required qualification, prompting the termination of 1,200 MPHAs recruited with Intermediate qualifications. These candidates were again appointed in the year 2013 following GO RT No 1207 after serving for almost 9 years in the service.
Recently on November 29, 2024, the High Court in its verdict declared these appointment as back door entry under GO 1207 as backdoor entries and dismissed WP No. 38060/2013 thus invalidating the recruitment of an additional 216 MPHAs. Consequently, 766 MPHAs recruited under GO 1207 and 216 appointed through interim court orders were terminated
This judgment resolves a long legal battle of 22 years that involved 299 writ petition as confirmed by Special Chief Secretary (HM&FW) M.T. Krishna Babu.
The High Court expressed its sympathy long tenure of terminated employees but upheld the legal principle of adhering to recruitment norms..
